The Florida House approved a proposed constitutional amendment Wednesday that would limit Florida appellate court judges and Supreme Court justices to two full terms.
HJR 197 is not expected to gain traction this year in the Senate, where its companion bill SJR 322 has been stalled since it was filed in September. Constitutional amendments have to gain the approval of a three-fifths majority in both the House and Senate, then carry at least 60 percent of the vote in referendum.
Three Republicans, Jay Fant (Jacksonville), George Moraitis (Ft. Lauderdale) and Patrick Rooney (West Palm Beach) joined the Democrats in opposition of the amendment.

The proposal’s sponsor, Rep. John Wood (R-Winter Haven), said:
Because of our system of the governor appointing, our system allows for abuse of that gubernatorial privilege, where a governor can appoint very young members of the Bar . . . that then serve a very long time, in my opinion, in that important policymaking position.
