If a new bill is passed, people would be allowed to smash the windows of hot cars and remove unattended dogs or cats from cars after getting law enforcement approval as reported by News4Jax.
Senator Dorothy Hukill (R-Port Orange) filed the proposal (SB 200) which would allow individuals, first respondents, animal-control officers and people instructed by certain agencies to gain access to vehicles and remove unattended animals when their health is at risk. Prior to smashing the window they have to make a “reasonable effort” to find the owner.Hukill said:
Pets are extremely vulnerable to heat-related injury or death if left in a vehicle, especially on a hot day. Individuals who risk their pets’ lives by leaving them in hot cars need to be held accountable.

The proposed bill is called “Protecting Animal Welfare and Safety Act,” or P.A.W.S. for short.
SB 200 would also make it a first-degree misdemeanor for the owners of pets or vehicles they are in. It would also allow the people who enter the vehicles to remove the animals to avoid criminal or civil liability.
