Desperation perhaps?
Jeb Bush’s campaign advisers see Marco Rubio as an increasing threat in the GOP presidential primary and that is why they are focusing more attention on him.On Monday during a PowerPoint presentation delivered at a donor retreat in Houston, Bush advisers tried to calm concerns about his campaign by highlighting his advantages in money, endorsements and data over his rivals.
Bush’s Super PAC’s do have a lot of money but they cannot pay for staff. We have seen other candidates have a lot of Super PAC money and still drop out of the race so their comments are not entirely accurate. Bush is having a hard time personally raising money and that is why he had to lay off some staff and make salary cuts.

According to CNN, since Bush is polling in the single digits and frustrated with the Trump phenomenon his campaign is “tearing up the script” and going to “let Jeb be Jeb.” Sources close to the campaign have said his campaign has realized they have “nothing to lose” and they are going to let Bush relax and speak his mind.
Despite the fact current voters seem to want an anti-establishment candidate his team feels it is important to focus on Bush’s record when he was governor of Florida. Reason being is they want to paint him as a conservative but as polls show the voters are not buying it.
The campaign has also been trying to illustrate how Bush is different then his primary challengers which includes Marco Rubio.During the presentation one of the slide was titled “Experience Matters” and it read “Marco is a GOP Obama.”
The slide said Rubio and Obama both ran for president as first-term senators, were lawyers and university lectures, had served part time in state legislatures for eight years and had “few legislative accomplishments.”
Another slide was dedicated to the advantage Bush holds in endorsements over Rubio and has more money in the bank.
Later on Monday Bush also took a swipe at Rubio. During an on-stage conversation with his brother, former President George W. Bush, he boasted about how he “vetoed a couple of projects for one of the presidential candidates,” referring to when Rubio was in the Florida House of Representatives while he was governor.
Ironically Bush is a hypocrite. In 2012 Bush told Charlie Ross he thought Rubio would be the best running mate for Mitt Romney.Bush said:
He has more experience than Barack Obama had when he ran.
When he was questioned about those comments earlier on this month in Iowa, Bush stood by his comments and said:
Yeah, he did (have more experience than Obama). He still does, that’s for sure. That’s a low bar though.
