Vice President, Joe Biden wrote an opt-ed for The Hill Tuesday saying he wanted Congress to give Central America $1 billion dollars in an effort to stop immigration.
He wrote:The president and I are determined to address conditions in El Salvador, Guatemala and Honduras and help these countries on their own path to economic prosperity. To that end, we requested $1 billion in next years budget to help Central America’s leaders make the difficult reforms and investments required to put the region on a more stable and sustainable path.
Biden said the plans are already in the works. Back in June 2014 he told the countries to start making changes for themselves to show the US they were serious about reform.

He said:
Biden said the $1 billion will be used to:What we have seen since the has not been business as usual in Central America. With our support, the leaders of the region have committed themselves to a joint plan with the Inter-American Development Bank called the Alliance for Prosperity. It includes reforms of the police systems, the expansion of community centers to create the conditions we know prevent migration, measures to reduce poverty, steps to attract foreign investment and the continuation of our successful efforts to target smuggling efforts.

- To implement “good government” because it is essential for new jobs and investment. Good government includes collecting revenue via taxes
- Offer technical expertise
The Vice President went on to say the $1 billion is three times the support we have provided Central America in the past and he think it is essential so the citizens want to live there and not migrate to the United States.
